DIVISION MEMORANDUM SGOD-2026 -024 To : Assistant Schools Division Superintendent Chief Education Supervisors Public Schools District Supervisors Public Elementary and Secondary School Heads Section/Unit Heads All Others Concerned Subject: ADOPTION OF THE CONTEXTUALIZED RESEARCH AGENDA OF DEPED REGION XI (SUMBANAN) Date : 19 January 2026 In reference to Regional Memorandum PPRD-2026-012 dated 13 January 2026, re: “Adoption of the Contextualized Research Agenda of DepEd Region XI,” this Office hereby directs all schools and offices under the Schools Division of Davao Oriental to adopt and align with the Enhanced Contextualized Research Agenda of DepEd Region XI, dubbed as SUMBANAN (Strengthening the Understanding of Meaningful Basic Education Analyses and Nurturing Actionable Narratives). SUMBANAN reflects the Region’s commitment to fostering a strong culture of research that supports evidence-based planning, policy formulation, and decision-making in basic education. Anchored on DepEd Order No. 39, s. 2016 and the Five-Point Reform Agenda through the Quality–Basic Education Development Plan (Q-BEDP) 2025–2035, it promotes relevant and transformative research that informs strategic directions toward accessible, equitable, and quality education. All schools and offices are enjoined to use SUMBANAN as primary guide in the formulation, review, endorsement, and implementation of division, district, and school research proposals and innovation initiatives, ensuring that studies are aligned with the following thematic areas: Teaching and Learning; Human Resource Development; Child Protection; and Governance, with due consideration to cross-cutting themes such as Disaster Risk Reduction and Management (DRRM), Gender and Development (GAD), Inclusive Education, and the Fifth Industrial Revolution (5IR).
